## manage_dialer_seats
Grant or revoke a member's dialer seat, and set where the caller's own inbound dialer calls forward.
Use to give a new rep the ability to dial, to take a seat back from someone who has left the team, or to point inbound calls at the right handset.
Seats are billable: granting one consumes a purchased seat and granting past the purchased count is refused. Revoking a seat does not release the rep's numbers or turn off their forwarding.
Obtain the user's explicit authorization before invoking a write or destructive action. This is a client interaction requirement, not a server-issued approval token.
Scopes: dialer:assign_seats, dialer:manage_numbers_self
Risk: costly; confirmation: explicit; idempotency: supported.
