## validate_campaign
Run the launch prerequisite checks and return a structured report.
Use before launch_campaign to see which prerequisites are missing without changing state.
Validation never mutates the campaign; use preview_launch to bind a version.
Scopes: campaign:read
Risk: read; confirmation: none; idempotency: none.
