## read_api_key_issuance
List every Organization and Workspace the caller can see, with the permissions it may put on a restricted personal API key in each (ADR-075).
Use before proposing a restricted key or before manage_api_key_grants narrows a key's access.
Never creates a key or returns a secret. A full-account key needs no issuance check.
Scopes: apiKey:read
Risk: read; confirmation: none; idempotency: none.
