Disconnect PlusVibe: stop webhook intake, remove the remote hooks, and tombstone the sealed key.

Use when the workspace should stop receiving PlusVibe events and stop using the key. Safe to repeat.

Workflows with PlusVibe blocks stop working until a human reconnects a key.
