## create_organization

Create a new Organization owned by the caller's person (ADR-075 §5). It starts on the Free plan with no Workspaces; add one with create_workspace.

Use when the person asks to set up a separate Organization (for example a new client or brand with its own billing).

Creation is rate-limited per person for agents and API keys. Deleting or transferring an Organization stays with the person in the web app.

Obtain the user's explicit authorization before invoking a write or destructive action. This is a client interaction requirement, not a server-issued approval token.

Scopes: workspace:create
